The European Volunteer Measurement Project is a prominent featured recommendation in the Declaration released by European Economic and Social Committee Group III President Luca Jahier. This document complements institutional recognition the campaign to measure volunteering in Europe has recently received.
 
The Declaration recommends “widely disseminating information on the economic impact of volunteering. As a first step, it is necessary to implement the European Volunteer Measurement Project which aims to harmonise the methodology for collecting data on volunteering” as a means of “raising awareness of the socio-economic contribution of the voluntary sector.”
 
The Declaration also stresses the importance of “highlighting the necessity to collect national data beyond GDP, for example data on ‘social indicators’ as a measure of social wealth,” of which volunteering is one of the more feasible indicators to gather data on.
 
This Declaration was issued during Mr. Jahier’s participation in the Conference Europe of Active Citizens: volunteering, organised in collaboration with the Chancellery of the President of Poland, the Polish Ministry for Labour and Social Policy and the Representation of the European Commission to Poland in Warsaw on 30 September 2011. The President  of the Republic of Poland Bronislaw Komorowski and the Commissioner for Employment, Social Affairs and Inclusion also took part in this Conference, where Lester Salamon delivered a key note speech on the measurement of volunteering and the ILO Manual.
